Rachael leads Citizens Advice’s policy research on Families, Welfare and Work. She is currently exploring how a modern, local benefit system with greater front line discretion might change attitudes to welfare.
Rachael joined Citizens Advice from the civil service. She was a Senior Policy Adviser at HM Treasury giving advice on family incomes, poverty, welfare spending and local economic growth. Before that she worked on pensions policy and in ministerial offices at the Department for Work and Pensions. She is also a member of the Social Security Advisory Committee, and a former Citizens Advice bureau trustee.
